The Teacher Creativity Center (TCC) is a Palestinian non-profit, non-governmental organisation which was established in 1995 by a group of teachers who were working in schools across the government sector, private sector and United Nations Relief and Works Agency sectors in Palestine. TCC has been at the forefront of organisations calling for the inclusion of civic education and human rights concepts in the school curriculum; not only in Palestine but also within the wider Arab World. With the aim of ensuring that Palestinian children become informed citizens who understand the values and standards of human rights and democracy at the same time as delivering high quality education to them, TCC has engaged students and teachers in community monitoring and integrated this approach into schools’ programmes. They have trained teachers and principals in 60 schools, who in turn have trained more than 1800 students as well as 100 teachers. Working with various authorities such as the Ministry of Education and prominent figures in communities, the students of schools which engage with TCC are monitoring various infrastructure development projects such as wells, parks, food-for-work programmes, and roads, to name a few. TCC focus on delivering an experience which reinforces the human rights and democracy theory which they are working to integrate into the Palestinian education curriculum.

The project aims at strengthening the voice and capacity of university graduates, school students and teachers in planning, monitoring and providing feedback on the quality of public services delivered in their community, as well as advocating for a citizen-centric delivery approach. A total of 20 public services will be monitored by 600 school students, supported by 20 school teachers, 20 supervisors and 15 undergraduate students.

TCC trained 6 Management and Economics supervisors from 6 Educational Directorates in Gaza Strip and 30 Economics and Management teachers on principles of good governance, corruption prevention, social auditing, and monitoring techniques. Teachers transferred this knowledge to more than 800 students who then went on monitoring 30 reconstruction projects. A total of 7 public hearing were held, where students could present their findings and recommendations to local authorities and contractors.

This grant builds on activities carried out in 2012-2013 to strengthen the role of Palestinian students in demanding for integrity in the reconstruction process in Palestine via social audits and public hearings. The students' effort is supported by the mobilization of community members, among which teachers, parents and local authorities. Activities under this grant include building the capacity of 16 school principals and 32 school teachers to train students in concepts of integrity in reconstruction, democratic governance, citizenship, and social auditing. A total of 16 reconstruction projects - recently implemented or in implementation phase- are monitored by 480 school students in the 11th grade, with the aim of achieving a 50% or higher fix rate.
