Public Foundation “Insan Leilek” is a nongovernment not-for-profit organization established in August 2000 with a mission to facilitate the civil society in the South of the Kyrgyz Republic. Foundation’s mission:Protection and promotion of the rights of children, rural youth, women and elderly people. Our vision: PF “Insan Leilek” strives to become the largest social institution to support children, youth, women, the elderly, having an image of a reliable partner and a leader among the nongovernment organizations in the country. We provide social support, we protect the rights and lobby the interests of our beneficiaries at the local and central government levels using the advantage of our longstanding experience. The main focus of the Foundation: Community Integrity Building Social mobilization/community development Improvement of pre-school/ school education  Human rights/ prevention and conflict management Public monitoring The Foundation has extensive experience in community mobilization, based on the principles of joint participation. The Foundation also applies the НАР (Humanitarian Accountability Partnership) standards in its projects and work.

This grants is enabling Insan Leilek to improve of quality of service provision in Leilek, Batken and Isfana towns. The project aims to adopt the "Regulations on Public Monitoring" in the 3 areas, with funds annually allocated from the local budget for its implementation. 40 municipal employees are trained on public monitoring tools and integrity concepts, while 8 projects are being monitored by 40 civil society members coming from 6 different CBOs and NGOs in Batken area.

This grant aims to enhance the capacity of local civil society groups as well as key territorial government institutions to reach a joint decision-making and improve the quality of services. 42 monitors were trained in the Community Integrity Building approach and monitored 3 projects in the field of social protection, water supply and solid waste management.
